Yes he's just looking for some parts to complete his streamlined Peugeot 203. It's the same guy who built these weird Hot Rod 2 CV some years ago.

Amazing!! Its just so slightly over the top - but no too much (wrote this before I saw the roof command...) - it fooled med considering other real period builds like the Futurliner for example.

And very inspiring story in the film - makes me think about the great book:
